Chapter 13. Department of Homeland Security

 

The Department of Homeland Security was established on March 1, 2003 with the passing of the Homeland Security Act of 2002.  Its mission is to "lead the unified national effort to secure America. We will prevent and deter terrorist attacks and protect against and respond to threats and hazards to the nation. We will ensure safe and secure borders, welcome lawful immigrants and visitors, and promote the free-flow of commerce."

The Department of Homeland Security also has directives to implement the National Environmental Policy Act.  The Management Directive 5100.1: Environmental Planning Program places "particular emphasis on the role of the project proponent to ensure that environmental stewardship requirements are appropriately integrated into the performance of the Homeland Security mission. In particular, there are special considerations for intergovernmental coordination, public involvement, dispute resolution, handling of sensitive information, and emergency procedures in Department decision making."
